Bio

Steven retired from Queen’s University in June 2023 after 27 years of service. His last role at Queen’s was the Associate Vice-Principal of Human Resources where he oversaw all facets of Human Resources, leading the development of the department’s strategic goals and objectives. Working closely with senior leadership, Steven worked to ensure all employees had access to the resources they needed to be healthy and successful. Steven is a graduate of the Queen’s Commerce program and a CPA. Before his role in Human Resources, Steven spent over twenty years at the Smith School of Business at Queen’s where he was the Executive Director of Finance, Administration and Operations. Prior to joining Queen’s, he was a Chartered Accountant with KPMG and the Financial Controller for Strathcona Paper. 

Steven is still working with Queen’s in his capacity as a member of the University Pension Plan Ontario Joint Sponsor Committee. The Committee is part of the governance structure that oversees a university sector focused pension plan with over $12B in assets.  Steven also serves as a Board and Committee member of the Great Lakes Museum.

Steven grew up in Kingston and proudly spent his youth working in the family business, Millan Brothers Groceries, which was located in downtown Kingston. The Millan family started the multi-generational business in 1876. The focus of the business for most of its history was as a marine chandlery, supplying groceries and hardware to the ships that once frequented Kingston and the surrounding area.

Steven grew up along the river and spends as much time as possible cruising the Thousand Islands with his wife Kris, on their boat Liquid Asset.

Steven joined the UHKF Board of Directors as Treasurer in 2025.
